    BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH HOUSES THEREOF CONCURRING, That there is established the Joint Legislative Committee to Study Self-Driving Vehicles.

    a) The committee shall be composed of the following members:

     (1) Four members of the Alabama Senate appointed by the Senate President Pro Tempore.

     (2) Four members of the Alabama House of Representatives appointed by the Speaker of the House of Representatives.

    b) The committee membership shall be inclusive and shall reflect racial, gender, geographic, urban/rural, and economic diversity of the state.

    c) The goals of the committee are to study all aspects of self-driving vehicles, including specifically, the issues of public safety and state and local economic impact regarding such vehicles. The study committee shall assess the extent to which existing state legislation may impact the ability for testing of automated vehicles in the state.

    d) The committee shall report its findings and any proposed legislation, including the testing of automated vehicles, to the Speaker of the House and the President Pro Tempore of the Senate not later than the tenth day of the 2017 Regular Session, whereupon it shall stand dissolved and discharged of any further duty or liability. The study committee shall engage with key industry stakeholders in the development of its findings.

    e) Upon request of the chair of the committee, the Secretary of the Senate and Clerk of the House of Representatives shall provide necessary clerical assistance for the work of the committee.

    f) Each member of the committee shall be entitled to his or her regular legislative compensation, per diem, and travel expenses for each day he or she attends a meeting of the committee in accordance with Amendment 871 of the Constitution of Alabama of 1901. These payments shall be paid out of any funds appropriated to the use of the Legislature.
